Canada and India Elevating Relationship While Maintaining Security Dialogue, Says Minister Anita Anand

Canada and India have agreed to a “New Roadmap” to reset and elevate bilateral ties, marking the most significant thaw in relations since the 2023 diplomatic standoff. The announcement followed a high-level meeting between Canadian Foreign Affairs Minister Anita Anand and Indian Prime Minister Narendra Modi in New Delhi on Monday, signaling a strategic intent to rebuild cooperation grounded in mutual respect, economic partnership, and ongoing security dialogue.

“Building on that momentum, Canada and India are elevating the relationship between our countries, while maintaining our law enforcement and security dialogue and expanding our economic relationship,”
Anand stated.

Later, in a meeting with External Affairs Minister Dr. S. Jaishankar, Anand confirmed that both sides had agreed on a joint work plan aimed at a “constructive and balanced partnership” — one that strengthens trade, energy, and technological collaboration while ensuring ongoing dialogue on law enforcement and security issues.

In a joint statement, both ministers outlined a comprehensive multi-sector roadmap that seeks to revive bilateral trust, deepen cooperation, and align both nations’ economic and strategic goals.

The roadmap emphasizes:

  • Economic resilience amid shifting global alliances
  • Sustainable energy and climate cooperation

“Reviving this partnership will help mitigate vulnerabilities from shifting global alliances, ensure reliable supply chains, and reinforce strategic stability,”
the joint statement read.

Both nations reaffirmed trade as a cornerstone of the renewed partnership, highlighting record bilateral trade worth $23.66 billion in 2024 and the growing presence of Indian and Canadian enterprises in each other’s markets.

Key economic initiatives include:

  • Resuming the Canada–India CEO Forum in early 2026 to drive collaboration in clean tech, agri-food, infrastructure, and digital innovation
  • Launching ministerial-level discussions on trade and investment, reflecting evolving global economic realities
  • Strengthening cooperation on supply chains, clean energy, and sustainable growth

🌱 Clean Energy and Climate Action Commitments

Recognizing shared environmental goals, both sides agreed to deepen collaboration on climate action, renewable energy, and decarbonization.

Highlights include:

  • Re-establishing the Canada–India Ministerial Energy Dialogue
  • Promoting trade in LNG and LPG, investment in clean technologies, and development of green hydrogen and biofuels
  • Exchanging expertise on emission reduction, grid management, and disaster resilience
  • Launching the Critical Minerals Annual Dialogue in Toronto in March 2026

“The two sides reaffirmed their intention to advance clean, secure, and equitable energy collaboration,”
the statement said.


🤖 Innovation and AI: New Frontiers of Cooperation

In recognition of the transformative power of technology, both nations agreed to:

  • Relaunch the Joint Science and Technology Cooperation Committee
  • Foster partnerships in AI and digital public infrastructure
  • Encourage Canadian participation in India’s AI Impact Summit (Feb 2026)

The collaboration underscores a shared goal of inclusive digital growth and AI ethics grounded in accessibility and transparency.

The roadmap also focuses on advancing agricultural cooperation, including:

  • Enhancing agri-value chains and recycling agri-waste into energy
  • Promoting climate-resilient farming and nutritional security
  • Expanding technological exchanges to support sustainable food systems

Acknowledging the central role of diaspora and educational exchange, both countries plan to:

  • Revitalize the Joint Working Group on Higher Education
  • Encourage Canadian universities to expand campuses in India
  • Promote joint research in AI, cybersecurity, and fintech
  • Strengthen collaboration in tourism and cultural programs

“People-to-people linkages are central to fostering mutual understanding,” the ministers emphasized.


🛡️ Ongoing Law Enforcement and Security Dialogue

Amid the diplomatic renewal, both nations are maintaining an active law enforcement and intelligence dialogue to address security concerns.

Speaking to The Times of India, Minister Anand reiterated Canada’s focus on public safety and sovereignty, noting that the RCMP continues its investigation into the Nijjar case while collaborating with Indian counterparts.

“The purpose of the law enforcement dialogue is to ensure that each country is able to put its concerns on the table so they are addressed by the other,” Anand said.
“Regardless of political views, sovereignty and the rule of law remain paramount.”

She added that high-level officials — including Deputy Minister David Morrison and National Security Advisor Nathalie Drouin — recently visited India to advance discussions on law enforcement cooperation.


🌍 A Pragmatic Reset

The 2025 New Delhi meetings mark a turning point in Canada–India relations after two years of diplomatic turbulence. Analysts see the roadmap as a measured, interest-driven reset that seeks to balance economic pragmatism with national security sensitivities.

“Both sides are rebuilding trust — cautiously, but deliberately,” one Canadian diplomat noted.
